In this paper I consider the notion of “moral ecology” in relation to the social/cultural construction known as “narco-culture.” My claim is that the moral ecology of narco-culture is one that is both destructive and prohibitive of human flourishing. The general idea of a “moral ecology” is that the moral space of human conviviality is not unlike an ecological, or environmental, space—both are constituted by various interdependent relations which, when working harmoniously and in optimal capacity, maintain the overall well-being of (...) its inhabitants. Within non-human ecosystems, the quality or health of rivers, trees, earth, air, predator-prey relationships, etc., define what Allen Hertzke calls the system’s “carrying capacity.” The carrying capacity refers to what the system can handle while staying balanced and healthy and also indicates the point beyond which the system, if overburdened or degraded, begins to fall apart. In a social setting, the ecology is constituted by moral rules and behaviors, the degradation of which can cause the degradation of the entire system. (shrink)

The phenomenon of corruption is a cancer that affects our country and that it is necessary to eradicate; This dilutes the opportunities for economic and social development, privileging the single conjunction of particular interests, political actors in non-legal agreements for their own benefit, which lead to acts of corruption. Recent studies indicate that the level of corruption present in a political system is directly related to the type of institutional structure that defines it (Boehm and Lambsdorff, 2009), as well as (...) the ineffectiveness of the control organisms (Casar, 2015; Cárdenas, 2010, Rojas, 2010, Carbonell, 2009, Restrepo, 2004), which requires citizen action to combat corruption (Sandoval, 2010, Villanueva, 2006). This work, focuses our attention on the federal public administration, presenting as a proposal to empower the citizen action in the fight against corruption and in the National Anticorruption System; the figure of Whistleblowers or generator of citizen alert, based on two fundamental principles: i) recognizing the citizen's obligation to report acts of corruption and ii) the granting by the authority of witness protection. These two actions will result in two important results: i) Consolidate the citizen's complaint to inform society about acts of corruption and ii) and the exercise of freedom of information so that society is able to be informed about acts of corruption. These actions will allow promoting and consolidating a culture of reporting acts of corruption that may constitute a crime as a fundamental pillar in the National Anticorruption System in Mexico. The present proposal is an approach to the vision, cosmogony and philosophy of the Totonacapan people, and particularly with the inhabitants of the Totonacapan region in Veracruz Mexico, a town whose wisdom is manifested to this day, in the conservation of customs and traditions , as well as the hierarchy of collective desire that seeks health, well-being and peace in the region, are guides in the evolution of their cultural processes, where a closeness, respectful and deep with Mother Nature stands (...) out. This wisdom by the Council of Elders, transmitted to the new generations, by the Supreme Council of Totonacapan who seek share the basis to understand and conceive the current world, from the ancestral vision and cosmogony to identify their space, thought, spirituality and in the building your social context. In the Totonacapan region, the first pre-hispanic population concentrations were located around 1259 to 1311. Already by the year 1450, there is a record of incursions and the conquest of Totonaca territory, by the Mexica, establishing a relationship of domain and subordination. As a result of the presence of "Mexica" in the Totonaco territory, there was an imposition of customs and language, since in some areas they begin to speak in Nahuatl, resulting in the presence of a bilingualism (Nahuatl-Totonac) , situation that persists, until the encounter with the Spaniards in the year of 1519. At present, the Totonacapan region includes the area that extends from the Cazones River to the north, to the towns of Gutiérrez Zamora and Tecolutla, in the State of Veracruz in Mexico. 2 The importance of the document is that it constitutes an invitation to deepen and understand the vision of the inhabitants of Totonacapan, in the construction of their social context and their connection with nature, as part of an ancient culture, which creates and recreates their vision, in the search for the feeling of belonging and as an inheritance of the children of thunder (Tajin), as well as the need to preserve the benefits that nature itself offers them, seeking a peaceful and harmonious coexistence, in the social and environmental environment. However, the preservation of its history, tradition and philosophy of life, contrast with public policy strategies, particularly in the social sphere, and which are aimed at achieving economic development in the fight against multidimensional poverty and marginalization, all Once they have not incorporated into them, the feeling and living of the relationship between individual and nature, as the guiding axis, of the philosophy of the Totonacapan people. What is sustainability for the people of Totonacapan? What is social justice in the search for sustainability? And what is your concept of justice in sustainability and human development? From the vision and philosophy of the people of Totonacapan, as part of the history and tradition of the children of thunder "Tajin" and in whose worldview, he is responsible for regulating the rain, climate and life of the people of the region. How does the people of Totonacapan live and live in the face of the maelstrom of actions that, from public policy, that seek human development? How do you adjust, your way of life and how do you adapt to the requirements, which from the perspective of justice, are required to contribute to the objectives of the 2030 development agenda? This document is an effort to learn and recognize one of the most important millenary cultures in Mexico, in the construction of a more inclusive vision of the social development of the Totonacapan people, which invites us to reflect on the direction and scope of this response. El fenómeno de la corrupción es un cáncer que afecta a nuestro país y que es necesario erradicar; éste diluye las oportunidades de desarrollo económico y social, privilegiando la sola conjunción de intereses particulares, de actores políticos en acuerdos no legales en beneficio propio, los cuales derivan en actos de corrupción. Estudios recientes señalan que el nivel de corrupción presente en un sistema político está directamente relacionado con el tipo de estructura institucional que lo defina (Boehm y Lambsdorff, 2009), así (...) como de la ineficacia de los organismos de control (Casar, 2015; Cárdenas, 2010; Rojas, 2010; Carbonell, 2009; Restrepo, 2004), por lo que se requiere de la acción ciudadana para combatir la corrupción (Sandoval, 2010; Villanueva, 2006). Este trabajo, centra nuestra atención en la administración pública federal, presentando como propuesta para empoderar la acción ciudadana en el combate de la corrupción y en el Sistema Nacional Anticorrupción; la figura de Whistleblowers o generador de alerta ciudadana, desde dos principios fundamentales: i) reconociendo la obligación del ciudadano de informar sobre actos de corrupción y ii) el otorgamiento por parte de la autoridad de la protección de testigos. Estas dos acciones derivarán en dos resultados importantes: i) Consolidar la denuncia ciudadana para informar a la sociedad sobre actos de corrupción y ii) y el ejercicio de la libertad de la información a fin de que la sociedad este en posibilidades de ser informada sobre actos de corrupción. Estas acciones permitirán promover y consolidar una cultura de la denuncia de actos de corrupción que pueden ser constitutivos de delito como pilar fundamental en el Sistema Nacional Anticorrupción en México. El artículo recorre la obra de Rodolfo Kusch posicionando sus principales propuestas en la construcción de tres enfoques convergentes en su filosofía. El primer enfoque está relacionado con la fenomenología y la cultura. El segundo enfoque se refiere a la influencia de la antropología y el cuestionamiento por el símbolo. El tercer enfoque despliega una aproximación filosófico-política. Estos enfoques permiten introducir tres “horizontes de pregunta” principalmente relacionados con el método, con lo popular y con lo indígena, que son expuestos como (...) asuntos centrales en toda su obra. Estos “horizontes de pregunta” buscan comprender los alcances de la filosofía de Kusch y su contribución al pensamiento filosófico americano. This paper analyses the work of Rodolfo Kusch remarking his main philosophical proposals through three correlated perspectives. The first perspective refers to phenomenology and culture. The second focuses on the influence of anthropology and the problem of symbols. The third posits a political-philosophical approximation. These perspectives operate interdependently as the background for Kusch’s philosophy and allow us to introduce three “questioning horizons” related to the method, the popular and the indigenous as the central issues of his philosophical work. Thus, these “questioning horizons” build a platform to understand Kusch’s philosophy and his contribution to the Latin American philosophy. (shrink)

In this paper, I discuss the similarity between Wittgenstein’s use of thought experiments and Relativity Theory. I begin with introducing Wittgenstein’s idea of “thought experiments” and a tentative classification of different kinds of thought experiments in Wittgenstein’s work. Then, after presenting a short recap of some remarks on the analogy between Wittgenstein’s point of view and Einstein’s, I suggest three analogies between the status of Wittgenstein’s mental experiments and Relativity theory: the topics of time dilation, the search for invariants, and (...) the role of measuring tools in Special Relativity. This last point will help to better define Wittgenstein’s idea of description as the core of his philosophical enterprise. (shrink)

Throughout history, schools of economic thought have defined political economy—or economics—and its object of study in multiple ways. This paper reflects on the definitions of economics by schools of economic thought and also proposes the concepts of value and scarcity as key concepts to explain the differences between them. The most important findings of the paper are: (a) the ontological and epistemological characteristics of the concept of value and scarcity have shaped the definitions of economics; (b) the boundaries of the (...) study object of economics have been expanded since today’s mainstream economics deals with multiple topics as diverse as crime, education, development, health, etc. However, the methodological tools used in mainstream economics have been narrowed since approaches such as the philosophical, ethical, historical, and institutional approaches have been left behind; (c) the part of reality that mainstream economics can grasp have left behind important issues of the contemporary world, such as gender, social, and environmental issues. A clear understanding of the scope and boundaries of economics could help to define more realistic research questions for economic science, and it would help to define new economic paradigms that address the contemporary issues. "What does it really mean to "be undocumented," particularly in the contemporary United States? Political philosophers, policymakers and others often define the term "undocumented migrant" legalistically-that is, in terms of lacking legal authorization to live and work in one's current country of residence. Socially Undocumented: Identity and Immigration Justice challenges such a pure "legalistic understanding" by arguing that being undocumented should not always be conceptualized along such lines. To be socially undocumented, it argues, is to possess a real, visible, and (...) embodied social identity that does not always track one's actual legal status in the United States. By integrating a descriptive/phenomenological account of socially undocumented identity with a normative/political account of how the oppression with which it is associated ought to be dealt with as a matter of social justice, this book offers a new vision of immigration ethics. RESUMENEste artículo constituye un estudio sobre el concepto de la intuición en el pensamiento de Ortega y Gasset, referido a los tres órdenes de “cosas” en los que es requerida como forma de conocimiento: intuición sensible, intuición de valores e intuición del prójimo. Como intuición sensible se analiza la diversidad de significados presentes en su obra, así como una determinación genérica de dicho concepto, en conexión con el “yo ejecutivo”, que sirve de base para determinar los niveles en el proceso (...) perceptivo, y los modos de relación del hombre con las “cosas”. Ce livre s'organise donc autour de deux pôles : d'un côté la nécessité de figurer, et de figurer l'acte même de la perception (voir le chapitre "Un oeil immense artificiel") ; (...) de l'autre, l'impératif de dépasser le signe. Il s'agit d'un défi radical, qui concerne l'avenir même des arts. C'est la raison de ce titre, A vif, qui témoigne d'un "coup d'oeil" : un regard et une incision pratiquée à vif dans l'objet, un désir de définitif qui ne caresse plus la forme, mais qui pénètre, met à nu, éviscère dans les paroles et dans les actes. Dedans et derrière l'oeil, comme dans l'un des plus impassibles traités d'anatomie du Cinquecento. Aujourd'hui, est-il encore vif notre oeil qui cherche le vivant? N'est-il pas lui-même défiguré par l'informe qui s'est logé en nous? O jogo é entendido enquanto um fenômeno complexo, em que a ação do jogador se caracteriza pela eticidade, uma vez que, além de expressar sua subjetividade, visa à boa vida (no caso do jogo, o prazer e a vitória). Assim, o caráter ético da ação do jogador se constitui em um ambiente de jogo, local que a imprevisibilidade, a dinâmica e as novas organizações estão presentes. Dessa maneira, faz parte da função do jogador compreender o ambiente em que ele se (...) encontra, ou seja, entender como as organizações do jogo ocorrem. De modo semelhante, o conceito chamado de “absurdo”, criado por Albert Camus, filósofo franco-argelino, assemelha-se a essa demanda do entendimento do meio em que se vive, ao exaltar a tomada de consciência. Como consequência, segundo ele, o único movimento possível, posterior à compreensão do absurdo é a revolta, ação pautada na expressão do sujeito, com vistas à justiça, à coletividade e à unidade, baseando-se em limites que não devem ser ultrapassados. A partir disso, portanto, pensa-se na possibilidade de entender o jogador enquanto um homem revoltado no jogo, buscando, dada a identificação do meio em que se está, o sucesso de sua equipe, através de suas ações. In response to the Eighth Amendment to the Constitution of Ireland, which states that the fetus and the mother have equal rights to life and that nearly all abortions are therefore illegal, many Irish feminists sported luggage tags that read “HEALTHCARE NOT AIRFARE.” The expression—which recently became a popular twitter hashtag for pro‐choice citizens of Ireland leading up to the historic referendum to repeal that abortion ban—refers to the fact that pregnant women from Ireland have long been forced to travel (...) to other European countries in order to legally terminate their pregnancies. In the United States, there is also a deep and challenging relationship between borders and reproductive health. However, that relationship is not understood as clearly as it appears to be in the Irish context. We urgently need to pay careful attention to the interconnections between U.S. border politics and reproductive health care access and to take concrete steps to address resultant injustices. Sin negar que esos factores pudieron contribuir en la aceptación de la relatividad especial, propongo una explicación complementaria en la que (...) atribuyo el éxito de Einstein al uso de la estabilidad de la medición de la velocidad de la luz. El presente texto contiene los resultados de una revisión bibliográfica realizada con el objetivo de establecer la importancia de desarrollar competencias emocionales durante el proceso de formación de los profesionales de la salud, especialmente del área de odontología, atendiendo a que la especialidad está registrada como una de las profesiones más estresantes, situación que podría originarse durante el proceso educativo, ya que sus alumnos experimentan altos niveles de ansiedad o estrés durante su formación. Se entiende por competencia emocional el conjunto (...) de conocimientos, capacidades, habilidades y actitudes necesarias para comprender, expresar y regular los fenómenos emocionales. Como conclusión, esta revisión permitió demostrar como la inclusión de estas competencias en el plan de estudios repercutiría significativamente en el bienestar psicológico de estos estudiantes. This paper contains the results of a bibliographical review which was carried out aiming at establishing the importance of developing emotional competence in health professionals' training, especially on the dentistry area; providing that this specialty is one of the most stressful. The educational process might be at the root of this situation, since students experience high levels of anxiety or stress during their training. Emotional competence is understood as the group of knowledge, abilities and attitudes needed to understand, express and regulate emotional phenomena. In conclusion, this review enabled to demonstrate how the inclusion of emotional competence in dentistry major's syllabus would have an influence on student's psychological well-being. (shrink)

RESUMEN Las concepciones de salud mental son variadas y se han ido sucediendo de manera que cada una ha ido aportando nuevos matices a las anteriores, generando una nueva visión cada vez, donde las necesidades de la propia sociedad, han ido conformando una conceptualización de la salud mental de acuerdo con el contexto histórico, la disciplina y su modelación según las exigencias y particularidades de la sociedad y la cultura vigentes. Por consiguiente, se hace necesario replantear los conceptos desde los (...) que se interpreta la idea de salud mental, si guardan o no relación con definiciones universales o a concepciones construidas a partir de los diferentes planteamientos de salud-enfermedad. En consecuencia, es importante el aporte que se puede realizar desde la investigación para llegar a una construcción del concepto de Salud Mental que considere la multidisciplinariedad. Bajo esta perspectiva, se contextualiza el concepto de salud mental desde lo multidisciplinario. ABSTRACT There are several mental health conceptions which have been followed by others in such a way that each one of them has contributed to the previous ones, generating a different view each time, where the needs of society itself have made a conceptualization of mental health according to the historical context, discipline and model according to the requirements and particular features of society and the current culture. Therefore, it’s necessary to rethink the concepts from which the idea of mental health is interpreted, if it’s related to universal definitions or not, or to conceptions made from different approaches on health-disease. As a result, the contributions that can be made from research to achieve the construction of a multidisciplinary Mental Health concept are important. RESUMEN Introducción: Son escasos los servicios en salud mental dentro del contexto escolar que permitan una integración intersectorial para superar la brecha de falta de asistencia en salud mental en la población infanto - juvenil, aun cuando, es en la escuela donde se detectan mayoritariamente los problemas de salud mental. Objetivo: Comentar el uso de servicios de salud mental en el ambiente escolar en relación con los trastornos mentales y trastornos subumbrales. Método: El presente resultado se obtiene a partir del (...) “Estudio de Prevalencia Comunitaria de Trastornos Psiquiátricos y Utilización de Servicios de la Población Infanto-Juvenil Chilena”. La muestra estuvo representada por sujetos entre 4 y 18 años. La información sobre el uso de servicio de salud mental se recogió con una versión modificada de la Escala Service Assesment for Children and Adolescent. Se realizó un modelo de regresión logística para analizar cinco áreas del uso de servicios en el ambiente escolar, las cuales se correlacionaron con diagnósticos de trastorno mentales y trastorno subumbral de ansiedad, disruptivo y depresión en el último año. Resultados: Las escuelas se enfrentan a grandes desafíos sobre cómo proporcionar apoyo efectivo de salud mental para los estudiantes, que presentan algún tipo de trastorno mental o trastorno subumbral. Discussión: Las instituciones educativas requieren ser visualizadas como una entidad que podría satisfacer las necesidades que se advierten de manera urgente en atención, prevención y promoción de problemas mentales en la población infanto- juvenil, si se vinculan de forma más directa con los servicios de salud mental. ABSTRACT Introduction: Mental health services are scarce within the school context that allow intersectoral integration to overcome the gap in mental health care in the child and adolescent population, being the school where mental health problems are mostly detected. Objective: to know the use of mental health services in the school environment in relation to mental disorders and subthreshold disorders. Method: The present secondary study is carried out from the "Study of Community Prevalence of Psychiatric Disorders and Utilization of Services of the Chilean Child-Youth Population". The sample was represented by subjects between 4 and 18 years old. Information on the use of mental health service was collected with a modified version of the Service Assessment Scale for Children and Adolescents. A logistic regression model was performed to analyze five areas of the use of services in the school environment, which were correlated with diagnoses of mental disorders and subthreshold anxiety, disruptive and depression disorder in the last year. Results: Schools face great challenges on how to provide effective mental health support for students, who present some type of mental disorder or subthreshold disorder. Discusion: Educational institutions need to be visualized as an entity that could meet the needs that are urgently noticed in attention, prevention and promotion of mental problems in the child and adolescent population, if it is linked more directly with health services. El propósito de este escrito es estudiar las investigaciones de Danilo Cruz Vélez sobre el nihilismo nietzscheano en relación con la metafísica. Para la consecución de este objetivo, se requieren parámetros para la comparación entre los trabajos y escritos del pensador colombiano con los estudios e investigaciones de Martin Heidegger, con el fin de establecer los nexos e influencias del pensador alemán en nuestro eximio filósofo colombiano. Lo anterior nos permite concluir, con la autoridad y el rigor de los textos (...) mismos, que las tesis de Cruz Vélez a este respecto no son más que la traducción del alemán al español de los estudios de Heidegger sobre Nietzsche, cosa que se produce como consecuencia de los seminarios impartidos por Heidegger en la universidad de Friburgo, a los cuales asistió Danilo Cruz Vélez en calidad de estudiante. This paper shows a full description of Spanish inflectional morphology. We have chosen a paradigmatic approach instead of one based on phonological/spelling changes, i.e., the typical two-level model. Such morphological description has been written in the DATR formalism. The result is a network of nodes that makes use of the information inheritance mechanisms – orthogonal node inheritance and default path inheritance – that DATR allows. Some lexical coverage and corpus occurrence figures that support our approach are also given.

All geopolitical change represents the creation of a new order and this entails the alteration of the spatial conditions and, therefore, the modification of the way of understanding borders. Carl Schmitt, especially in his last stage, aimed at delineating a new international configuration made up of large spaces (Grossräume), once the time of sovereignties typical of the Ius publicum europaeum was over. The goal of this study is to analizy to which extent and how Schmitt 's analytical tools around borders (...) can be useful to understand the current state of globalization. Todo cambio geopolítico representa la creación de un nuevo orden y ello conlleva la alteración de las condiciones espaciales y, por tanto, la modificación de la manera de entender las fronteras. Carl Schmitt, especialmente en su última etapa, apuntó al delineamiento de una nueva configuración internacional conformada por grandes espacios (Grossräume), una vez que el tiempo de las soberanías propias del Ius publicum europaeum había terminado. El objetivo de este estudio es analizar hasta qué punto y de qué manera las herramientas analíticas de Schmitt en torno a las fronteras pueden ser útiles para comprender el estado actual de la globalización. In this paper, I explore how Philosophy for Children classes can contribute to decolonization efforts. I begin by describing what I mean by both “coloniality” and “decolonization.” Second, I provide a sketch of what P4C classes frequently entail and motivate the case for P4C as a “decolonizing methodology.” Third, I engage a series of decolonial critiques of P4C classes. Finally, I explore ways in which P4C can contribute to decolonization efforts if reformed in response to these critiques. Throughout this paper, (...) In this essay I explore how travel and border-crossing for abortion care constitutes a challenge to methodological nationalism, which serves to obscure such experiences from view. Drawing up field research conducted at two abortion clinics in Albuquerque, New Mexico, I also explore some implications of regarding pregnant people who travel for abortion care as a type of migrant, even if they are U.S. citizens and legal residents. In this paper, I argue that deportations often serve as “theaters of inequality” that reinforce the unjust, widely held perception that Latina/os and Latin Americans do not belong in the United States and can therefore be treated as inferiors. My analysis focuses on the United States but is intended to be applicable to other states and contexts. Working within a relational egalitarian framework, I argue that in those cases where deportations constitute theaters of inequality, they are unjust and prima facie (...) impermissible. (shrink)

Many of the computing systems programmed using Machine Learning are opaque: it is difficult to know why they do what they do or how they work. Explainable Artificial Intelligence aims to develop analytic techniques that render opaque computing systems transparent, but lacks a normative framework with which to evaluate these techniques’ explanatory successes. The aim of the present discussion is to develop such a framework, paying particular attention to different stakeholders’ distinct explanatory requirements. Building on an analysis of “opacity” from (...) philosophy of science, this framework is modeled after accounts of explanation in cognitive science. The framework distinguishes between the explanation-seeking questions that are likely to be asked by different stakeholders, and specifies the general ways in which these questions should be answered so as to allow these stakeholders to perform their roles in the Machine Learning ecosystem. By applying the normative framework to recently developed techniques such as input heatmapping, feature-detector visualization, and diagnostic classification, it is possible to determine whether and to what extent techniques from Explainable Artificial Intelligence can be used to render opaque computing systems transparent and, thus, whether they can be used to solve the Black Box Problem. Land use changes threaten agricultural land. If agricultural land is going to be preserved, the social and economic causes of conversion must be understood. However, analyzing the causes of agricultural conversion is complex because trends need to be documented before analyzing the causes. One of the leading uses of agricultural land is for residential purposes. This paper projects residential development in a Hudson River Valley watershed within Dutchess County in New York State using an integrated modeling framework consisting of an (...) econometric model, a geographic information system (GIS), and Monte Carlo simulation. The econometric model is used to project residential development, providing parcel-specific probabilities of residential development. The GIS is employed to extract socio-economic and county-level tax parcel data to be used in conjunction with bio-geophysical attributes, such as slope, soil, and location, to calculate and project growth trends on a residential level for undeveloped land parcels. Monte Carlo simulation is used to distribute these projections into the GIS to display outcomes of scenario analyses to provide policy-makers a demonstration of how policies would likely affect the agricultural landscape of the watershed.
